Just what it says.  In the United States it is required that any sponsor running a sweepstakes not require any form of financial compensation in order to enter.  If they did require you to make a purchase or compensate them financially it would be, technically, gambling.  This is, of course, illegal in the US.

If you do find a sweepstakes that requires you to make a purchase you should contact the Federal Trade Commission and report it.
